I have to assume that the ladder is a safety escape for the people up in the nose-bleed seats. So you couldn't take it down. Haven't seen one game at Fenway (Scott Baker lost despite good performance and a lovely triple from Nick Punto), I'm not at all impressed. It could be (and probably was) a nice 25,000 seat stadium, but making it seat more means half the crowd is in 60 rows of bad seats behind the rightfield wall. Plus you have obstructed views due to the poles in the good seats. It's historic, but, really, not a good baseball stadium IMHO.
