If you look at attendance numbers around the league nothing draws them in like a winning team. FSN rating also show this. I did not look up other teams. Fan numbers go up with a streak of playoff appearances  Tampa Bay being an exception. I am not sure how to alter the rules to get teams to get a cycle of winning going.
