    Yeah, I oberved that during my stint as an ESL/Math teacher at Neighborhood House in Saint Paul. The cities themselves are pretty dynamic, if you look outside the old money areas. Not so much in the 'burbs or outstate regions. Edit - nothing like a little Hmong moonshine.
