7/14 update: Per Carlos Collazo, the Twins have reached an agreement with Hall. He will receive $510,000. Slot value is $586,000. The signing has not yet been made official by the Twins.
Hall has been one of the most consistent starting pitchers in college baseball in the last two seasons. He doesn't have dominating stuff, but he uses what he has incredibly well. A fastball that sits 89-92 mph but can grab 95 mph is backed up by a plus changeup that is maybe even better. He hides it well and it has been incredibly effective for him with good tumble. Hall also has an at least average slider and plus control. In 2022, he walked just 14 batters in 109 innings of work. In 2023, the production is still there. Through the end of the season, Hall pitched 112.1 innings, with a 2.48 ERA, 124 strikeouts and 33 walks. At worst, Hall is a good long man and could be more if he can add to the fastball.
