Give a team 6 extra pickoff attempts a game. That way they still maintain the threat of a pickoff attempt. Also give them 60 seconds per game for extra time between pitches with a runner on base before a ball will be called. That will give the pitcher some flexibility in time to deliver with a runner on base while still encouraging them to deliver quicker. -
