As I said, it is impossible to state for certain any conclusions about his defense at this level with that amount of data. You are the one who mistakenly did so.

Advanced defensive metrics take about three seasons' worth of data to be reliably stable measures of true talent. Hughes has started only 36 games at second base in the majors, a sample size much too small to draw any conclusions from. That would be the equivalent of about 12 games of hitting, and no one would take seriously someone claiming a hitter is definitively above or below average based on only a 12 game sample size. Similarly, it is impossible to definitively state at this point that Hughes is above average defensively as a major league second baseman based on those metrics. (Not to mention that Total Zone doesn't even rate him above average at second in that tiny sample, so it's not like there's even agreement among advanced metrics about Hughes anyway. Again, it is impossible to state for certain any conclusions about his defense from that amount of data.)

Note also that, for instance, Clete Thomas was DFAed by the Tigers on April 12th and was claimed by the Twins two days later. Clearly, the 10-day period does not preclude waivers claims from occurring before the expiration of that period. Rather, the definition of DFA means the team has 10 days to trade or release the player, or place the player on waivers within the first 7 days of the period. The waiver placement does not (in fact, cannot) occur after the 10-day period.

The Twins received a big bucket of Nothing, since it was a waiver claim.

The people who are expecting them to sign or trade for somebody are likely going to be as disappointed as you will be expecting them to give Anthony Slama a spot.

Anthony Slama is not even in major league camp. There's no chance the Twins are considering him for a bullpen spot to open this season, and I'd imagine there's very, very little chance he ever pitches for the Twins again. Whether you agree with them or not, they've never thought particularly highly of him.
