Well, Orlando Arcia was better than Oswaldo, and Yadier Molina is better than Bengie and Jose were, so I say we grab Acuna, get him to sign a 20 year, $300M contract, and start planning his HOF induction for sometime in the 2040's.

We've been over this before here at TD. Covid is dangerous and real, the vaccine is is needed and in society's best interest. That's not an opinion, it's a fact. This is TD's stance and the owners of the site have no desire for their website to linked to any other crackpot agendas about this very real and serious topic.
Stay on topic. If your feelings on the matter cannot be represented due to this stance, sorry, there are plenty of other sites for you to post those takes.

Strotman really intrigues me. Has a good frame, good velocity and the makings of solid secondary pitches. He misses all but a handful of rehab games at the end of 2019 due to surgery, then misses allnof 2020, and skips over AA to head straight to AAA.
He could be a real gem with just a little more time and patience.

I was initially surprised that Winder didn't rank higher but upon further review I can see 11 making sense. I assume the top 10 includes Balazovic, Canterino, Cavaco, Duran, Lewis, Martin, Miranda, Petty, Ryan and Woods-Richardson in some order. I think you could easily justify ranking Winder as high as 5th in that group or as low as 11th, all depends on taste. Just an exciting group in general.
Now that we're 2/3 through the list and the makeup of the top 10 is pretty clear I'm surprised Emmanuel Rodriguez didn't make the top 30. Pedigree as a top Intl FA signing is similar to Urbina, both are outfielders with lots of tools to dream on and a long ways away. Urbina put up impressive numbers in the DSL in 2019 and overall has been disappointing in Low-A. Rodriguez skipped the DSL and has been fairly impressive so far in the FCL. Did he get any consideration toward the back end of the top 30?

Barring any trades I’d protect (referencing your chart):
     - 40 Man locks: 17
     - Prospect Locks: 6
     - Notable Rule V: 6
     - Less Notable Rule V: (Vallimont, Javier, Palacios, Moran) 4
    - Middling veteran/prospect: (Rooker, Gant, Stashak, Thorpe) 4
    - Fringe Prospect: (Gordon, Jax) 2
Leaves one spot for the rule v draft.

This means Rijo, Funderberk and Maciel are exposed to the rule v draft. Also allowing everyone from the likely gone plus Refsnyder, Cave, Astudillo, Smeltzer, Garcia, Coulombe, Burrows and Garza DFA’d.

    Here is my update:
There is a lot of chaff to be separated from the wheat here. Here is a mock-up of how I might proceed:
    Spots #1-23: Locks
#24: Gant - Looks good so far and has one year left of control. Probably a middle reliever at best.
#25: Stashak - I'm not ready to give up on him. He had strong 2019 and 2020 seasons and he will rebound somewhere else if we DFA him.
#26: Refsnyder - He's hitting too well to release, and we need a RH OF bat. Goodbye Cave!
#27: Jax - He's looked better and could be shuttled between the Twins Cities when needed.
#28-35: The Rule 5 locks plus Moran and Palacios. I'm not as high on Vallimont as most others, Javier just doesn't have a bat worth protecting, and the rest are longshots.
That leaves 5 spots for FAs and trades, though we have plenty of trade candidates on the roster.
In the end, I am DFA'ing: Minaya, Law, Vincent, Farrell, Garlick, Rooker, Cave, Astudillo, Smelzter, Thorpe, Gordon, Burrows, Barnes, and Garza. Wow, that's quite the list!
Let me know what you would do differently!

I was just thinking the same at first glance but it's hard to nitpick over the number 20-30 prospects in any system, just comes down to how you evaluate their stats and scouting profiles and how you weigh projection vs production.
I do agree with other posters that I don't consider Nick Gordon a prospect and am very down on Aaron Sabato (and wasn't a fan of the pick at the time). Overall I can see the justification placing this group over the 26-30 group but other than Varland I find this group less interesting than the 26-30 group.

I like your write up on Vallimont and feel the same.  I just don't understand how he can walk the first two guys and be nowhere near the strike zone then potentially K the side in the same inning.  He has great K rate but the walks are killing him.  I hope he figures things out because we need him as a starter.
Happy to see Louie this high on the list.  He has been dominant from the start of the season.  It looks like he still needs work on those secondary's but reliever looks like his floor now instead of his ceiling.
Thank you for moving Sabato down.  I think from what we have seen he could have been even lower than this.  The eye has been good at strike zone management which is important but terrible when trying to get the bat to the ball.  He swings and completely misses everything far, far too often.  Hard to believe a top pick could be this bad.  He has a ton of work to do and hopefully he is ready and willing to do it or his career will be sunk.
I don't really consider Nick a prospect anymore and while he can and likely will be a good utility player I think the Twins have too many guys in front of him to make it work.
I have been high on Jullien since early in the season.  His eye was really good to start the season.  Still he too seemed to struggle getting contact at times.  For an 18th round pick though he looks like a steal right now.  Glad the Twins upped the anti to get him to sign.  He might make up for the poor Sabato pick in 2020.

Sabato has to be one of the biggest misses in recent Twins history. There's no outside explanation for his struggles, he didn't have a big injury or anything. He was billed as one of the most pro-ready hitters in his class and he's struggled to make contact in Low A.
In contrast, the development of Varland has been very encouraging. He could make the majors next year if the Twins would put him on the bullpen track.
Vallimont is somewhere in between. Tons of potential, but can't find the plate. There seem to be a lot of guys like that in A+ and AA. He's nothing special until he can get a modicum of control.

Not a fan of bat first, no fielders, in round one at all. Then this? Very disappointing.
The two pitchers are interesting, and the kind I would convert to reliever and move up fast, which is why I'm no GM ...

I'm all for being active on the fringes of the 40 man, but you have to make the right choices with it. And ML data is more helpful in that than AA or AAA data. They've got a lot of guys on the fringes and will have to make a lot of decisions before and after the rule 5 deadline. I think/hope they'll have a good 50-60+ mil to spend this offseason. Much of which should/will go to the pitching staff. Going to need 40 man spots for those FAs. Moran looks great in the minors, but I'd prefer to see him actually succeed in the majors. Same with Garza and Garcia.
I know I'm in the minority, but I see a pretty reasonable path to competitiveness in 2022. The whole offense, minus Simmons, is back and good enough to compete. And if they can spend 60m on FA arms in addition to an influx of some of these young guys I don't see why they couldn't build a competitive staff. If that's the case then you need to know if you can count on Moran to help the big league club next year for peanuts, or if that's another spot you need to spend real FA $ on. Same with Garza and Garcia and Burrows, etc. I agree Coulumbe and Minaya are easy DFAs, but there's a number of other guys on the edges that they need answers on. Or I'll be back on here next year having to read 1000 comments about how dumb they are that they let fringe 40 man pitcher X go and he's crushing it in Tampa while fringe 40 man pitcher Y is in St Paul getting shelled.
So, sure, bring in the Garza's and Garcia's, but DFA Coulumbe and Minaya now if you already know you're going to do that. Get some of these guys ML innings and have a more informed data set for the offseason. And if Moran (or any other fringe guy) is going to struggle early, let them struggle in this lost year instead of struggling at the start of next year and tanking that season, too.

Excited to see Ober, Jax and Barnes continue to get some innings and hoping to see Winder, Balazovic, Moran, Cano, Hamilton get a little run before the season is over. Also really hoping to see Miranda up before the end of the year. It's time to evaluate anyone who is on or will need to be on the 40 man roster.

I'm willing to give them the benefit of the doubt for another season. There are several of the first wave of arms drafted and/or mostly developed by this administration on the cusp of call up. The jury is still out on notable early position player draft picks Rooker, Larnach and Jeffers but they'll all get plenty of opportunity to play the rest of 2021. Royce Lewis would probably be right there with them if it weren't for an oblique injury followed by a pandemic followed by a freak accident.
The track record with free agent signings and fringe prospects on the margins is really frustrating and needs to be addressed as these trends have been present for the majority of their tenure. The offense really nosedived in 2020 but seems to be in better shape in 2021. Pitching at the major league level was exceptional in 2020 and a train wreck in 2021. The inconsistency is odd and and can only partially be explained away by injuries. Adjustments need to be made from the top down but there do seem to be reasons to be optimistic about the future.

This is a fun topic, a positive outcome from an otherwise lost season. Picking in the top 5-10 is exciting enough but having 3 picks in the top 40-50 should really provide a jolt to the talent pipeline.
If I had to pick a couple of targets nearly a year out I'd be focused on high upside high school hitters that project to be strong defenders at premium positions. The college hitters don't look all that exciting presently but a lot could and probably will change over the next year.  Elijah Green obviously if he somehow fell to them but at this point that looks unlikely. Andruw Jones Jr. followed by Temarr Johnson and Jayson Jones in that order would probably be my targets.
