This will be a curious case. Rosario was part of the last Bomba-squad model draft, since then the Twins have really focused on higher contact hitters. I don't know enough about him, but his promotions will probably depend if the strikeouts are due to free swinging, or from not swinging enough as the Twins are clearly differentiating between those two things lately.
