The whistle blower is a covicted liar.

On the other hand he's blowing the whistle on an agency that has long been targeting young impoverished Dominican kids desperate for a better life. So I guess all this means is both parties are likely despicable and no one wins.

That's my thinking. He's **** but I'm pretty sure agencies have helped in these things.

I read an article out a couple years ago about how there are a high percentage of Dominicans testing positive for PEDs, citing the desire to escape poverty. It is not surprising that someone is fostering that on the other end. Ugh.
