Or if there was just a single list of every player in the Twins system and one could just use that full list and the list above?

Michael Gonzalez is one and Matthew Koch is another (as far as I can tell). They might actually be the two most promising available position players.

Are the draft picks eligible to be adopted yet?

Now that he is on the Gulf Coast Twins, I would like to adopt Jose Orlando (J.O.) Berrios.

There is going to be a separate (later) adoption for draftees.
